Evaluate the contractor's timeliness Generally timely, but needed to renegotiate timeline due to work plan changes requested by DHS.

Evaluate the contractor's quality Analytical quality of the work was very good. They did help us combine fee-for-service and managed care claims for analysis that had not previously been done. Truven's ability to advise DHS Of the validity of various analytics and subsequent recommendations was average.

Evaluate the contractor's overall performance DHS entered into this contract with exceptionally high expectations of the contractor. While the contractor performed above average analytically, they lacked in-depth knowledge and expertise in program and service areas that DHS expected.
