The Minnesota Department of Health contracted with this vendor to design, conduct and evaluate a statewide, full-scale exercise that supported and facilitated the ability of the Minnesota Department of Health, Minnesota Health Care Coalitions, and Minnesota Community Health Boards to achieve the program requirements outlined in the Office of the Assistant Secretary for Preparedness and Response (ASPR) Hospital Preparedness Program's (HPP) Healthcare Preparedness Capabilities and the Centers for Disease Control and Prevention (CDC) Public Health Preparedness Capabilities as well as the two program's associated Program and Performance Measures.

A contract was necessary because MDH Emergency Preparedness and Response (EPR) staff was not available. The Education, Exercise and Training Unit staff supports a full schedule of training programs and exercises in addition to other activities. EPR did not have experienced staff that had previously supported a statewide, multiple venue, full-scale exercise.

Contractor met all the required deadlines.
CEMA’s work quality was excellent. All of the staff assigned to the project were professional and responsive to our requests. Their planning and facilitation skills were very good. We were especially pleased with the quality of their documents and reports which were both comprehensive and professional looking.
The cost for this contract was commensurate with the amount and quality of work provided.
We were very pleased with CEMA’s performance. In addition to meeting the contract deliverables on time, they were very responsive to both our questions and feedback. In addition, they performed additional duties – facilitating 3 calls with partners and producing a summary document of the conversations, at no extra charge to MDH.
