a) MnDOT manages assets under the Historic Roadside Structures Program. Staff shortages in the Site Development Unit and the Program and Project Solutions Unit have resulted in the inability of the managers of this program to provide the work required by this contract.
b) Contracting for services to provide Construction Management and Administration of Great River Road Historic Wayside Property Restorations and assist with other work will allow permanent staff to better manage the Historic Roadside Structures and Great River Road Programs, manage the assets, plan for restoration projects and manage the Great River Road Corridor Management Plan project.
c) Attrition has resulted in a shortage of staff in the Site Development and Program and Project Solutions Units. Current staff is unable to deliver both program management and project delivery/construction management services during the project time. Support is needed in the area of construction project management/administration and record management and archiving. Immediate staff shortage in both units requires hiring of key personnel that have high level technical training in the specific work type, knowledge of MnDOT policies and standards, knowledge in CSI formatted contracts, construction project administration and oversight experience specific to MnDOT and the programs they are assigned to.

Tasks were delivered on time, on budget and within scope by Steve Wyczawski with a level of experience and excellence that was freely provided requiring very little direction and no rework. Please note that due to internal MnDOT project management staff reassignments the 2nd year inspections were deleted from the scope, but all other tasks were addressed under this contract.
