Cost was in line with research projects of similar scope
Usually GOOD. Draft Papers required more review and edits than I thought should have been necessary. The contractor constructed a tool that could help quantify professional judgement but we are still looking for the time to make revisions and implement (final phases). The contractor attempted to compensate for failures by MNDOT to supply seasonal counts in ways (using simulation techniques) that were well grounded (middle phases). The TAP, at times, struggled with the initial charge for the research and the contractor worked with the group to redefine new strategies (early phases).
