Evaluate the contractor's cost Prof. Kwon’s project’s are always a very good value. His costs are low and we always get a high quality product

Evaluate the contractor's overall performance The project was very successful and Prof. Kwon is very responsive to project changes. We amended the project to upgrade the baseline WIM system and then to collect additional data. This resulted in a slight increase in cost and an extension of the contract time but a large improvement in the quality of the study.
