The goal of this project was to gain a better understanding of pedestrian needs and challenges in Minnesota from public and external stakeholders to help State and the Minnesota Department of Health become better leaders in addressing pedestrian needs. Another goal of the project is to identify projects, policies, and programs that affect pedestrian environments at state, regional, and local levels. Third, recommendations of this project will clarify the various roles and responsibilities of partners involved with creating better pedestrian environments in Minnesota. Identifying needs, including, but not limited to, scoping and design guidance, coordination with locals, capital investment priorities, key connections, agency focus, operations and maintenance, data, developing partnerships; is a critical step in any planning process. Needs are typically identified through a combination of technical analysis, policy review and public and stakeholder outreach. Contractor will assist in identifying needs and gaps in the pedestrian environment across and along and across state roads and beyond, while considering the intersection of county and local networks, through a well-defined and proactive public outreach and engagement approach.
