If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) I was not involved in the development of this enterprise license agreement so can not say whether or not it was sole source. However I do know that ArcGIS software, developed by ESRI, has been the state standard for GIS software for more than 15 years so am guessing that a sole source justification was used.
