Evaluate the contractor's timeliness The contractor completed the project on time, and met all work plan objectives. All deliverables were received on time and all invoices were submitted on time.

Evaluate the contractor's quality The contractor submitted reports of good quality. The contractor accomplished all contract goals.

Evaluate the contractor's cost Overall the contractor did a good job of managing the budget. There were initially some problems with invoicing- retainage on the final invoice was incorrect due to rounding of retainage amounts ($0.01) during previous invoices. Bay West resolved the dispute and submitted a revised final invoice in a timely fashion.
