The State contracted with Short Elliott Hendrickson (SEH) Inc. (Contractor) to provide preliminary and detail design for a mill and overlay project on Highway 26. The project spans approximately 21.3 miles, from the Minnesota/Iowa border to the Jct. of MN 16. The Contractor’s tasks included, but are not limited to, completion of the categorical exclusion determination (CATEX), preliminary and detail hydraulics design, design memorandum, field surveys, utility coordination and relocation plans, construction limits, road plans, special provisions, permits, and detour plans
