Summarize purpose of the contract, including why it was necessary: The purpose of this project was to provide crash data analysis and support to the Strategic Highway Safety Plan (SHSP) update effort. The project supported a variety of data mining, investigations and studies needed to support the update to the SHSP as required by MAP-21 legislation. Activities included attendance at Toward Zero Deaths (TZD) workshops, identification of emphasis areas, data collection & analysis and producing technical content for the SHSP.

The deliverables for this project were as follows:
1. Project Management.
2. Crash Data Analysis.
3. Identification of Emphasis Areas and Strategies.
4. Facilitation & Presentation at TZD Workshops.
5. Technical Content for the SHSP.
6. Review and Feedback of SHSP Draft.

This contract was necessary to advance the Toward Zero Deaths initiative, reducing roadway fatalities, by providing analysis and support for the update to the SHSP for use by Minnesota governmental entities. It was reasonable to use a contract for this project because staff was not available to dedicate time needed for successful completion. Staff provided input and expertise through the steering committee for this effort.
