State plans to add a four lane expansion for TH 29 from 500 feet north of 50th Avenue in Alexandria to 0.4 miles south of CSAH 28. Also proposed is to realign CR 87 to the south, so that it crosses TH 29 in line with CSAH 28. The TH29/I-94 interchange will be reconstructed with four new ramps that will be tighter to the bridges. The in place ramps will be removed and signals will be included with the new ramps. The in place bridges (#21813 SB and #21814 NB) on TH 29 over I-94 will be removed along with the abutments and replaced with new bridges at the same locations. There will be some minor re-grading of the existing frontage roads and side streets on the north and south sides of the interstate, resulting in access improvements. The project includes early acquisitions of right-of-way, additional right-of-way on the typical right-of-way timeline, utilities, etc. The purpose of this contract is to complete a limited Phase I Environmental Site Assessment and Phase II Investigation. The Phase II Investigation will be based on the results of the Phase I, including suspect areas in the current project area. This information will be used by State to determine final project design plans/specifications and to potentially obtain liability protections.
