Pilot Projects to Validate the Results of Transpor
99008WO82
The web-based Transportation Project Impact Case Studies (T-PICS) interface has been developed for the United States Strategic Highway Research program (SHRP-II) as a free online tool for evaluating the economic impacts of various types of transportation improvements. The objective of the present study was to provide a validation of the T-PICS evaluation study, with an emphasis on its application for generating a range of estimated impacts for specific project types based on projects within its database. This validation will be carried out by selecting a number of representative projects, collecting baseline economic data to describe before and after conditions (as is standard for T-PICS), and comparing the estimated impacts from T-PICS with those generated by alternative impact estimation methods, such a regional economic models and other econometric methods. The results of these comparisons will be used both to validate T-PICS as an evaluation tool, and as the basis for offering ideas for enhancement of the case study repository and impact evaluation system.

Overall, the Contractor worked to meet deadlines. Toward the end of the project, as we were preparing the final report, the Contractor had other projects that sometimes hindered his ability to dedicate sufficient energy to this project, but the research team was able to pick up the slack and deliver an outstanding product that exceeded all client expectations.
We relied heavily on the Contractor to perform certain tasks and conduct technical analysis that he was best equipped to perform. He provided the information and analysis that was expected of him and the quality of the work was very acceptable.
The Contractor’s cost was the cost budgeted for the project, and since all costs were paid by the client organization (National Academy of Sciences) we are comfortable with the value we received for the cost paid.
Overall, the Contractor performed up to expectations. See answers provided to questions above for additional details.
