Development of GIS Data for MnModel Phase 4

This project helped update the cultural resources data for the archaeological predictive models that MnDOT uses to streamline Section 106 reviews of transportation projects. These data and models that will be derived from them will improve the reliability of cultural resource reviews at MnDOT. In particular, the models will apply to a larger percentage of the state than current models, improving accuracy in determining if a project area requires an archaeological survey, avoiding duplicate surveys, and reducing time needed to research already surveyed areas. The project required a consultant contract because the MnDOT Cultural Resources unit does not have enough staff to develop the cultural resources data for the model or the expertise needed to develop the necessary high resolution elevation data.

Contractor did an excellent job keeping the project on time. They adopted an aggressive schedule and completed the contract six months ahead of schedule
Subcontractor Foth Infrastructure provided very high quality data. Summit Envirosolutions’ archaeologist were excellent project managers and did a great job scanning, reviewing and evaluating survey reports. Subcontractor ddms digitized the archaeological data, but were not great at quality control, leaving much of that time-consuming work to MnDOT. In addition, ddms’ response time to requests for corrections was so slow that MnDOT ended up doing the corrections in-house to keep the process moving. This task was made more difficult because Contractor insisted on tracking critical data in spreadsheets, rather than GIS format. Both MnDOT and the Summit project manager expressed concern about their ability to communicate with the ddms project manager.
The trade-off for MnDOT assuming quality control responsibilities was that the Contractor was able to complete additional work beyond the original scope.
