Evaluate the contractor's timeliness The contractor had excellent schedule maintenance. All deliverables were received on time and invoices were submitted on time.

Evaluate the contractor's quality THe contractor did an excellent job of adhering to program requirements and the deliverables produced were of good quality.

Evaluate the contractor's cost The contractor did a good job of managing the budget. No invoices were disuputed or submitted incorrectly. Four change orders were needed to adjust the budget because of a decision to use state-owned equipment instead of buying it new. Some changes were also made relating to the drilling schedule.
