Evaluate the contractor's timeliness The contractor had good schedule maintenance. All deliverables were received on time and all invoices were submitted on time. The project finished on time overall.

Evaluate the contractor's quality The deliverables received were satisfactory. The contractor did a satisfactory job of accomplishing the contract goals, despite doing an unsatisfactory job of meeting work plan objectives.

Evaluate the contractor's cost The contractor did a satisfactory job of managing the budget. Three change orders were needed to rebudget for EDGE and unexpected issues related to drilling. The contractor paid subcontractors for unsatisfactory work and did not notify the state until after the work was completed.
