The contractor's schedule maintenance was unsatisfactory. Delieverables were not received on time and invoices were not received on time. The project itself also did not finish on time.
The contractor did a satisfactory job of adhering to the contract goals, but the deliverables received were of unsatisfactory quality. The contractor also did an unsatisfactory job of adhering to program requirements and managing subcontractors. The contractor's communication was generally poor, and they were sometimes unresponsive to communication from the MPCA.
The contractor's budget management was good; no change orders or amendments were needed to adjust the budget. Some invoices were submitted incorrectly or disputed.
The contractor did not take responsibility for implementing the project and execution was poor throughout.
