Preliminary Design for TH 610 from Elm Creek Boule

The purpose of the contract was to provide a 30% complete construction plan set for T.H. 610 from Elm Creek Boulevard to I-94, and extending from I-94 to County State Aid Highway (CSAH) 30. Necessary work included design surveys; soils investigation; subsurface utility investigation; water resources; traffic analysis and modeling; re-evaluation of the 1994 Environmental Impact Statement; T.H. 610 extension to CSAH 30 environmental assessment; staff approved layout; preliminary bridge plans; 30% complete road, signal and sign design; public / stakeholder involvement and project management.

A contract was necessary because due to staff limitations, experienced personnel were unavailable to deliver this one-time project when needed. This was determined by contacting the various MnDOT functional groups that will be impacted by this project.

SRF did an excellent job on this contract and always made sure that they met their customer’s needs. Preliminary design is a very dynamic endeavor, because stakeholders often change the direction the alternatives and preliminary design must evaluate. The change orders were all due to stakeholder demands and SRF did an excellent job of adapting to the changes and always delivered the necessary products.
