Had to extend the contract by 1 year due to the delays in receiving the Monitoring & Assessment Report, Stressor Id Report, and HSPF Modeling data.
The accomplishment of contract goals and adherence to program requirements was unsatisfactory. The reports were not clear or complete.
The contractor had unsatisfactory budget management. Several invoices were submitted incorreactly: Items which were being requested for reimbursement were placed in wrong objectives. Six change orders were needed so that money could be moved from objectives to meet the needs for different objectives. One amendment was needed to extend the contract date for 1 year and move money to alternate objectives. The administrator of this particular grant had a difficult time grasping the budget and overall outcome goals.
The adminstrator who this evaluation is based on has since been relieved of her duties with the watershed. Future contracts with this entity should not be based solely on this one evaluation. Future considerations for contracts/grants should be discussed with the Project Manager prior to execution to determine the status of the watershed.
