Evaluate the contractor's timeliness An amendment was to extend for 1 year due the delays in the receiving the Monitoring and Assessment Report, Stressor Id Report, and updated HSPF Model. Otherwise the contractor had good schedule maintenance.

Evaluate the contractor's quality The contractor did a good job of adhering to program requirements and completing clear and complete reports.

Evaluate the contractor's cost Three change orders were needed in order to purchase a kayak for stressor id work. Shift monies to other objectives as it was no longer needed in that particular objective. Add certain levels to Tetra Tech for HSPF Modeling. One amendment was needed to extend the contract by 1 year due to delays in receiving reports/data from MPCA.
