To develop an integrated and comprehensive referral network focused on providing assessment, outreach, tracking, placement and support services to skilled, semi-skilled and unskilled workers from communities of color and immigrant populations. A statewide outreach and capacity-building effort which would bring EWC membership together with DEED staff and other community based organizations at multiple times and locations statewide to discuss and develop common assessment, case management, referral and performance management practices.

In December, 2014, the MN Department of Employment and Economic Development (DEED) and the MN Job Skills Partnership (MJSP) Board engaged a coalition of workforce development leaders to propose a new system and set of practices for increasing employment and business ownership rates for people of color and immigrants.

After reviewing early work and providing feedback, DEED saw appropriate improvement in contracted deliverables. The contractor is actually a coalition of multiple organizations. Most of these member organizations are entities that DEED can and will contract with in the future, especially for direct services to customers (e.g., American Indian OIC, CLUES, etc.). Depending on project parameters, it may be suitable for DEED to contract with the entire coalition again as well.
