Minn. Stat. Section 216B.03 requires the Minnesota Public Utilities Commission to ensure that rates charged by regulated utilities such as Xcel Energy are reasonable. Minn. Stat. Section 216A.07, subds. 2 and 3 require the Minnesota Department of Commerce to enforce the Commission’s Orders. Further, the Department intervenes in rate proceedings before the Commission. This contract is necessary for the Department to carry out the Commission’s September 3, 2013 Order in Xcel Energy’s 2012 rate case (Docket No. E002/GR-12-961).

Contractor’s responses were very timely.
Quality of the work was excellent in all phases of the investigation: developing discovery, visiting and investigating the site of the Monticello nuclear power plant, providing expert written and oral testimony, assessing the utility’s responses to information requests and testimony, reviewing briefs and testifying before the Commission. Contractor had excellent questions and insights, was open to suggestions and helped the Department provide highly effective testimony in the case.
Contractor’s cost was highly competitive, compared to other submitted bids.
