Summarize purpose of the contract, including why it was necessary: MnDOT’s Maplewood Laboratory tests materials for use in construction in accordance with the federally-required Quality Assurance Program. Test results are used to verify that acceptable materials are used in construction projects.

MnDOT needed to augment its staff with a technician to perform lab testing on bituminous and aggregate materials.

Limitations due to shortage in operating budgets did not allow MnDOT internal staff to be exclusively used to fill the material testing needs. With the demand caused by additional construction projects, MnDOT needed additional staff to perform materials testing. The only alternative was to use a consultant.
