Contractor will assist with the administration one construction contract for a Historic Roadside Structure and Landscape property. Contractor will provide Construction Contract Administration and Management for the Lake St. Croix Historic Overlook and Site Restoration which will let in the winter of 2013 with construction in the spring and summer of 2013. In collaboration with State engineers and the MnDOT Site Development Unit Historic Properties Program Manager, Contractor will review contract documents prepared by the Consulting Historic Architect for restoration of these historic standing structures and landscapes, and assist with all elements of the construction process, see Scope of Work. MnDOT manages assets under the Historic Roadside Structures Program. Staff shortages in the Site Development Unit have resulted in the inability of the mangers of this program to provide effective investment assessment and management recommendations or to update the MnDOT guidance and policy documents for this program. Contracting for services to provide construction management and Administration of the Lake St. Croix Historic Overlook and Site Restoration will allow permanent staff to better manage the Historic Roadside Structures Program to management of the assets and plan for restoration projects. Attrition has resulted in a shortage of staff in the Site Development Unit. Current staff is unable to deliver both program management and project delivery/construction management services in the next year for Historic Roadside Structures program. Support is needed in the area of construction project management/administration. Immediate staff shortage in the Site Development Unit requires hiring of key personnel that have high level technical training in the specific work type, knowledge of MnDOT policies and standards, knowledge in CSI formatted contracts and construction project administration and oversight experience specific to the MnDOT and program they are assigned to.
