On a scale from 1-10, 10 as highest, I would give a weighted score for SWROC and Dr. Jeff Strock = "9".
Suggest you refine qualities you are looking for. I would need to develop an objective instrument, and ask his collaborators for important qualities to accomplish applied research. From a subjective perspective his qualities include: thoughtful, thorough, well organized, and methodical.
It's very difficult to evaluate the costs, as there are no other living laboratories for six agricultural retention basins, evaluating three prototypes.
