The State was in need of professional/technical services to provide regional radio boards and regional advisory committees located in the Central portion of the state of Minnesota with assistance with public safety communication planning, tactical interoperable communication planning, training and exercising, continued development of regional governance structures and to act as a liaison between the AMER Program and public safety customers.

A RFP for North, South and Central Regional liaisons was previously approved and published, from which two contracts were written. One for the Northern region of the state and another for the Southern region of the state. No qualified proposals were reeived for the services to be provided in the Central region of the state. DPS' Emergency Communication Networks Director, Scott Wiggins therefore met with Lt. Tom Justin from the City of St. Cloud's Police Department and with the city's police chief to solicit Lt. Justin's services; for he is the only person qualified in the Central region of the state. The published RFP did not identify anyone else with the experience, knowledge and background to be able to proved these services tothe Central region of the state. Lt. Justin's knows the Cetral region, as being involved from the ground up being part of the Central Region process since its inception. Lt. Justin has expertise in the 800 MHz radio area ncluding the Governace process that is recognized not only by the Central region but by other experts in this field and by regions in Minnesota that have called on him to assist in their development. Lt. Justin is the only person in the Cetral region of the state that has the skills, knowledge and abilities necessary to perform the functions of the Regional Interoperability Coordinator for this region.

The Contractor was excellent in the area of attending meetings and relaying the position of the State of Minnesota. Issues that came up at these meetings were brought to the attention of the project manager in a timely manner in order to respond tothe issues. The only area of issue was the timeliness of getting monthly billings and reports to the State of Minnesota in order to timely pay the bills and share information with the Director and the Statewide Radio Board on what was going on in the Central Region.
The Contractor was and is very knowledgable reference of the ARMER system. The Contractor is trusted and sought out by the members of the region as an expert in radio communications and how to participate on the system. The Contractor is highly qualified.
The costs for the skills, knowledge and ablilities of this Contractor were reasonable. The Contractor fulfilled all duties of the contract and at times went above and beyond. The Contractor was willing to assist anywhere in the State to improve radio communications for Public Safety.
Other than the timeliness in billing statements and reports the Contractor's perfermance was excellent.
