Legislatively mandated study on the consolidation or merger of county jails, as well as alternatives to incarceration of persons experiencing mental health disorders. The purpose of the study and report is to provide comprehensive information to elected officials and the State for maintaining current local jail facilities and/or potentially building out future facilities across the state. Legislative intent surrounding the proposal focused on the need for comprehensive planning to account for public safety and correctional needs of communities across the state, best practices in addressing the correctional needs, and efficient use of taxpayer dollars – all informed by data, those impacted by these facilities, and public safety professionals.
