The purpose of the contract was to purchase annual Health Effectiveness Data and Information Set (HEDIS) quality measures for Minnesota Health Maintenance Organizations (HMOs) and County Based Purchasers (CBPs) to annually assess quality of care. This is part of the Minnesota Department of Health's ongoing regulation of HMOs and CBPs. A set of measures was selected each year, and the HMOs provided data to calculate the measures directly to NCQA. The calculation of HEDIS measures is proprietary, so NCQA calculated the measures and provided the results to MDH each year.

This contract is for the Healthcare Effectiveness Data and Information Set (HEDIS®) 2020 data collection services for managed care plans and health maintenance organizations conducting business in Minnesota. HEDIS® is the national quality standards measurement company which calculates annual comparative quality measures by health plan, product line and state. This data collection service is a cost-effective way to collect quality of care performance measures, used to determine if health plans have met state statutory requirements for quality assurance. The National Committee for Quality Assurance (NCQA), the organization that developed and has the copyright to the HEDIS® tool and data specifications, collects data from all managed care organizations and health plans in the country. NCQA then edits and validates the data. Because of its proprietary interests, NCQA is the only vendor that can perform this work; state agency staff cannot replicate the data collection tool and instructions without violating the NCQA copyright nor would it cost effective to do so.

In the one instance when incorrect data was received, the contractor corrected the error immediately at no cost to the state. Otherwise, data was received as expected and was of high quality.
This contract allows the state to assess quality of HMOs on an ongoing basis in a cost-effective manner.
