Evaluate the contractor's timeliness HDR delivered the agreed upon deliverables on time and met every deadline.

Evaluate the contractor's quality The quality of the work (maps and calculations) from HDR was high. The HDR team asked questions and worked with Commerce to develop maps and figures that highlighted key elements of a complex project.

Evaluate the contractor's cost HDR managed the work efficiently and the final cost came in well below the budgeted cost.

Evaluate the contractor's overall performance Commerce was very pleased with HDR’s performance. Both communication between the contractor and Commerce and the final deliverables were timely and the quality of work was high.
