Summarize purpose of the contract, including why it was necessary: The environmental contractor (Terracon Consultants, Inc.) was being tasked to: prepare to prepare the Bid Specifications packet for the Phase XX Corrective Actions, provide oversight of the installation of two groundwater monitoring well nests (one shallow, one deep monitoring well in each well nest); collect groundwater samples; collect soil samples, coordinate the disposal of investigation-derived wastes associated with the installation of monitoring wells, collect sampling location information using GIS technology, and reporting of the sampling results in association with monitoring environmental conditions associated with the former Kettle River Company - Creosote Plant Site in Sandstone, Minnesota.

Terracon is aware of the specific problems associated with this project and has a good working relationship with the various property owners involved on the project. Terracon is being selected to assure project continuity and high-quality work.
