The BCA Forensic Science Service (BCA-FSS or Lab) has a large backlog of cases requiring DNA testing. The backlog exceeds
acceptable turnaround times required by the State’s judicial/court system and law enforcement. The proposed BODE contract would outsource the oldest backlogged property crime DNA cases at the BCA lab to an outside vendor. A list of the oldest cases that would benefit from this service has been identified and those would be shipped directly to BODE for testing. The vendor would receive cases in the form of evidentiary or known reference samples. BODE would perform DNA autosomal STR analysis, then provide results in the form of written DNA reports that would be admissible in Minnesota’s judicial system.

The vendor selected is BODE Technology (BODE). BODE is the only laboratory that currently meets the criteria set forth in MS
section 299C.157. Due to the urgency with which these samples should be tested, delays to inspect other laboratories is not
feasible.
